Overseas income trading allowance

I am UK resident and employed. I also have some overseas income from a blog. I receive this income tax free due to double tax treaty. I have been asked to do a self assesment by HMRC.
The question is: do I need to declare the income at all if it is below 1000 gbp (trading allowance) or if I declare it, am I being given the option to offset against trading allowance later on in the process?

you have been instructed by HMRC to do a tax return, therefore as explained in the guidance you must declare your income
