£20k is a ridiculous amount of money to pay to get a divorce. Unless your situation is extremely complex there is no need to pay this much. I don't see how anyone can quote this amount before proceedings have already begun ? From experience the £20k may just be a starting point too so I would go with the £2k quote. Is he really worth you spending £20k + to end your marriage ?
