national insurance payment question

sorry if this isnt the right place to post (mods feel free to move it).
looking online & it says if you earn between £166 to £962 a week (£719 to £4,167 a month) you pay NI at a rate of 12%
but for salary's above Over £962 a week (£4,167 a month) you pay 2%

does this mean you pay LESS NI if you have a higher salary? or does it mean you pay an additional 2% NI on anything over £962/week?

or is it correct that you pay lower NI with higher salary (perhaps due to paying a higher rate of tax?)

Anything over £962 is at 2% PLUS the 12% you paid between £166 to £962

So say you earned £1000 a week NI would be
    12% of the amount from £166 to £962 = £95.52
    Plus
    2% of the amount from £962 to £1000 = £0.76

Add them together £95.52 + £0.76 = £96.28 NI would be paid on a weekly wage of £1000.
