I think there's a few banks who provide basic services (no overdraft, cashcard only) so you should be able to open a new account regardless of credit history. I got one with Abbey a few years ago but I couldn't say for certain if they still do that account as I closed it a year later
I think this might be a good thread to look at though:

Oh and for reclaiming your bank charges check out this page first: http://www.moneysavingexpert.com/reclaim/oft-bank-charges
and then this thread should also be helpful if you have any questions on your specific circumstances: http://forums.moneysavingexpert.com/forumdisplay.html?f=102
I reclaimed mine earlier in the year before the test case stuff started so I'm not much use in this regard I'm afraid!Proud To Be Dealing With My Debts!

Ekim, have a look at Martin's article on the best bank accounts if you're always overdrawn:
http://www.moneysavingexpert.com/banking/compare-best-bank-accounts
then see if you can earn cashback on opening a new account online via www.quidco.com

My son had a similar problem with HSBC. The overdraft was changed to a managed loan @ 12% apr. He was then given a Basic Bank Account. He has now paid the loan off. He still has the Basic Account and does not want extra facilities hence it worked for himDon't waste your words I don't need,
