help with finding a mortgage

Hi. I am trying to buy a council flat via RTB however my mortgage was turned down due to the surveyor's/valuer's report. The report said there was a "lack of owner occupiers in the building." ( i did check land registry, and out of 28 flats only 6/7 have been sold. the last 3 to be sold don't seem to have a mortgage/are cash buyers) Both Natwest and Santander have turned down my mortgage for the same reason. Has anybody else encountered this issue?
Does anybody have any advice or suggestions on non high street/traditional mortgage providers, a different mortgage advisor ( originally i went to L&C) or whether i should even bother at all. thanks
