My question is where do I stand legally?

Are either of you planning to divorce?

If not, then all the time you are living there then it's not really a legal issue.

It is an emotional issue for you, but it may also be an emotional issue for him. The courts can't help with that. You need to talk to him, you've had 13 years together and would hope you can do that.

I don't think you need someone's consent to take out a policy payable on their death do you?

The problem is his medical history and screening which he may not want to partake. This will make the policy void due to potential undeclared items and the partner may need to sign a disclosure agreement with the GP.

So not as simple as taking a life insurance policy out.
