Unexpected self-assessment penalty

Hi
I filled in a couple of self-assessments for the period of 13/14 and 14/15 for a weekly dance class. SA's were submitted in time and no tax was payable. I closed my self-assessment after submitting the last tax return (Jan 2016).
I've literally not logged in to Gateway since then, but did so today, for a totally unrelated reason. For some reason I have a penalty notice for 35.34. I have no idea what this is for or how long it has been there. Tried ringing them but they are always busy.
I've never owed any tax, does anyone know what this could be for?

did you not read the "penalty" notice?
I cannot believe it does not tell you what it is for, after all that is the whole point of sending you a notice.
£35.34 won't be a "penalty", more likely to be underpaid tax or an assessment (payment on account) against the next year's tax which needs to be cancelled because you claim to have ceased self employment.
what written evidence do you have from HMRC that they acknowledged you no longer needed to submit a tax return?0 -
All I know is that on my online account it mentions self assessment being stopped Jan 2016. I thought if I owed anything they would write to me. I just assumed it was a penalty as it says that if unpaid I would receive "further" penalties.0
