This is not the case. They pay more, as demonstrated. They would have paid less if the personal allowance (and 60% tax band) had been widened without an offsetting decrease in the higher rate tax threshold, but that is not what happened.... {People earning £120k currently} pay less tax thanks to the widening of the personal allowance (and 60% tax band), just like anyone with income under £125,000.0
