Energy saving lightbulbs retaining electricity?

I don't believe that it's a circuit fault. One of our CFLs does this too.0

I was advised the reason my dimmer switch broke was because I had an energy saving bulb attached.It finally stopped working completely and I had it replaced by a normal switch. I never had a problem with the bulbs flashing though and I have them in every room in the house.The Engineer did say that in the near future they would be coming out with compatible bulbs.
Dimmer switches need to be de-rated when used with energy saving CF lights (as well as not using the dimmer function unless you have compatible bulbs like "DimmerAble" or the Osram equivilants)
This is because a 60 watt load of incandescant lighting is not as "damaging" a load as (say) 5 x 11w CF lights.
