Unfair Admin Charge?

Hi All,
I recently purchased a stagecoach annual pass but then decided to cancel it (approx. 10 mins later) before it was activated or anything. It was only after receiving my refund that I found out that Stagecoach takes a 10% admin charge off of cancellations, or a £10 admin fee depending on which is greater. I was of the understanding that an admin charge must reflect the reasonable cost of processing this request. However, if this is correct, wouldn't this mean that this cost cannot be reasonably above £10.
Any advice is appreciated
