I've never pre-heated my SC (instructions say not to switch on when empty) but I do put boiling stock into it and then put it on 'auto setting'. Luckily I'm around the house from time to time during the day - so can check on progress occasionally. I actually leave my pieces of potato fairly large and then always cook ok - I think carrots can take a long time (even on the hob) so I tend to slice them thinner than tinned ones (if you know what I mean!).
May be worthwhile blasting the carrots first in the microwave before putting into the SC - I love carrots cooked in the microwave as they are always VERY tasty!0 -
I have Morthy Richards 6.5ltr. It says in manual never turn on when empty.
Never pre heat.
When cooking meat and veg, I put the veg on the bottom with the meat on top. As veg takes longer to cook. Spuds are cut in to sizes 2inchx2inch roughly
I will put it on at 6.30am on low and it is all cooked by 5.00pm when tea is needed.
I have put meat in part frozen too and it has been cooked thoroughly.

I have a MR also, my manual specifically states not to preheat but the default temperature to cook all day on is the Medium setting. If I'm doing chicken or beef I start mine off on High then after a couple of hours turn it down to Medium, (then Low later on if OH is later than usual). I haven't had a problem with veg; I do cut them up reasonably small and put them on the bottom of the dish then make sure they are completely covered in the stock.

I have the MR 6.5 litre one too. The switch has just broken for the second time.
I've never been impressed with anything I've cooked in it -crunchy veg, too much liquid, samey taste to the whole dish. I just don't see the point to them unless you are out all day and really want to come home to that sort of food. Personally I'd rather come home from a long day's work and knock out a quick pasta dish or reheat something I've made at the weekend and stored in the freezer
