Assuming that her total taxable income is less than £5,225 then yes (note: Jobseeker's allowance is taxable income and so counts towards this, too).
If the expected earnings from this self-emplyment is less than £4,635 then she won't have to pay NI either (but she'll have to fill out a small earnings exemption form to get a cert, and it may have implications in terms of NI contributions).0
