    Would an IFA deal with a small pot, c.28k, just for a one-off piece of advice to either yay or nay it? And would all/most IA's come to the same conclusion? Also would a one off piece of advice incur a 1% fee?

    They do. I paid a one-off fee of £300 for an IFA's advice on checking and transferring my pension pot worth £36k to new pension scheme a few years back.

    The term "IFA" covers different business models. A "wealth management" tagged firm is less likely to be interested. However, a general practitioner IFA will do transactions at this level routinely.

    1% fee would be very low on £28k. Joe indicates it is possible but I would think it is hard to find.

    IFAs also get different terms from different providers. So, there will be variances on who they use. And investing is largely about opinion and you have over 30,000 different options. So, it is inevitable the investment selection is going to be different.
