Need to push back on how are the company going to provide acceptable living conditions.

Won't happen. Contracting digs are traditionally rubbish, many opting to use their own money to top up so they can stay somewhere reasonable. Mcuh of the time expenses don't actually cover the digs. Some contractors don't care though, sleeping in tents and pocketing the expenses as it can add up to 1K on top of monthly wage.

I think OP's other half kind of wants their cake and wants to eat it. Either you suck up the costs of commuting yourself in your own car (I probably would for freedom), or you save money by using the company vehicle but don't get freedom. I friend of mine had a very similar experience. He was asked to take the works van home on a evening and weekend but could not use it, so it was parked on a driveway...bit of a pain in the bum as it was in the way and couldn't be used. However, it did mean that my friend had free transport to and from work, which is benefit. Benefit acutally outweighed the inconvenience in essence.

The employer isn't actually saying they can't go to the pub or shop as you say in your post, they're just saying they can't use their company vehicles when doing so.
