Lottery syndicate with one friend abroad

Hia,

I want to start running a syndicate but one of my friends works abroad now.

If they were on the syndicate agreement, the fact that they're not eligible to play negates their chance to not be taxed, doesn't it?

Is there an alternative? If I regularly gifted my friend below 5000, would it count as tax? (I like to remain optimistic that I've already won )

I don't want to do anything illegal.

Thanks to all for any help

Why are they not eligible to play?

Are gifts taxed in the country where your friend now works? Are they resident in that country for tax purposes?
