    If I were to ask someone for cash and they were not contractually obliged to give it, but gave it anyway, wouldn’t that also meet the definition of “voluntary”?

    Or does the act of the donee asking for funds prior to the gift have some basis in law or guidance for being a determining factor on the tax treatment?
