Aviva also have a newer stakeholder that offers drawdown. Usually has to be opened via a 3rd party (e.g. https://www.cavendishonline.co.uk/stakeholder-pension) but maybe worth asking directly if already a customer and they could otherwise lose the business?
Not recommending it as such, just read about it here previously then helped parent transfer from an old co-op stakeholder. It's tiered from 0.55% to 0.45% but there are funds available with no additional charge. Ended up with 0.45% inc fund fee for a suitable fund, so equivalent to cheaper SIPP all-in, and individual preference for less ongoing involvement. I don't know if the same fund/pricing options are available on their SIPP.0
