Advice on ground rent and maintenance fees

Hi everyone,
Wondered if someone has been in a similar situation to me.
Me and my partner bought our new build flat in June 2018. Part of what we paid included 6 months of ground rent and maintenance fees.
A year has passed since we moved and I have not heard any news about paying ground rent or maintenance fees. The company who built the building say they can not handover the building onto the maintenance company as the council have not completed the road nearby.
I have tried on numerous occasions to get a straight answer from the building developer but they have simply brushed me aside.
We have not paid for ground rent or maintenance fees since we moved in June 2018 and expecting to pay since January 2019. Should I be concerned about a paying for the months that we have not been billed or is this matter for the council, building developer or the maintenance company?
Any help would be appreciated.

Someone is paying for the utility bills and maintenance of the communal areas, so you should expect a service charge bill eventually.
Similarly you owe the ground rent as per your lease. Some freeholders are bad at billing/chasing for it especially on new builds.
Just set money aside for them, so when the bill(s) arrive eventually you are not financially stressed.0
