Mortgage LTV advice

Hi all
I'm after some advice on my mortgage please.
Current mortgage debt is 103k with ybs ending in October
They currently estimate our property values at 160k which is 64.25% LTV.
We have just had another bedroom and bathroom added to make it a 5 bedroom house which looking around my wife and I estimate the value to be 185-200k
YBS tell us if we want a valuation to add the 5th bedroom it will be a 70 pound charge but there is no point as the best LTV deal they can do is 64.25% anyway.
We would like to over pay etc but not sure which way to go. Do we just look for the lowest interest rate at 64.25 LTV?
I assumed if your value goes up then your LTV goes down as the debt decreases.

If the lowest banding they do is 65% LTV, then it makes no sense to pay the £70 as you are under it anyway. You can still overpay your mortgage and nothing will change whether they value it at £160k or £180k.
