rent as is council tax are priority debts, therefore I would suggest that she sits down and works out what she is paying to other debts eg credit cards, and write to them saying that she can't afford the payments and enclose £1 as a token payment. Make sure she sends the letter recorded delivery. Then with the money that she isn't paying out on loans, credit cards, put this to the rent arrears.
Is she in a union at her work? Do they have a hardship fund? She might be eligible.
Is there any family that she could turn to to lend her this money, just to get the rent arrears straight. This would give her breathing space to sort out the rest of her money.
An SOA statement of affairs would be helpful because we can then target out advice. Also if things are this desparate, then she may want to call CCCS or Payplan to see about entering into a debt management plan (DMP). Their advice is FREE and impartial. Tell her to steer away from other ones who will almost certainly charge.

BTW I recomend going to the CAB too, moreso to sort out the credit debts as i'd already come to an agreement with my HA.
I have rent arrears and managed to come to an agreement with my HA where i pay £3pw on top of my rent to cover the arrears.:j Baby boy Number 2, arrived 12th April 2009!:j0 -
needs to ask for to postpone the possession order not suspend it there is a huge difference in these two orders an if the possession order was suspended on terms tenant would lose her tenancy and would be reduced to what is known as a tolerated tresspasser. i.e she loses her rights
if apostponed orderr is granted she maintians her tenancy and her rights as long as she keeps to the arrangement.
the local authority has to show the court that it has done everything possible to help you to deal with your arrears before applying to the court .If this is for possession order she should work out a reaonable offer of repayment & ask the court to suspend based on the fact that she will pay her rent + X off the arrears.
She should get in touch with the council ASAP & ask if they will consider this. Most will, as someone has already said it costs money to evict & help homeless.
She should make sure that she makes an offer she can stick to, no use offering the earth if she can't pay the second week.0
