Bicycle Parking at Stations

Are the operators of train companies obliged to provide bicycle parking at train stations, or is it something that they do out of the goodness of the heart? If they are obliged to provide it, who obliges them?

I believe some are, and some aren't but don't have the figures to know the proportions.

There are 276 cycle parking spaces available for use at the station. These bicycle parking facilities are covered and are located inside the St Pancras International Car Park.
The car park is located in the north end of the station, near Station Reception.0 -

All train stations are owned by Network Rail. the main ones are managed direct by them. Others are managed on their behalf by the local train company, rent of ticket office, sweeping, snow clearing etc.
