Their review doesn't surprise me, and there are arguments to be had either way. Your next stage would be a formal complaint to the Insolvency Service, see here:

I would suggest that you frame a complaint around that 'There is no justification for an IPA that forces someone back in to insolvency.' They will use against you that you agreed to enter in to the IPA and stated that was your financial position.
If you do have to become formally insolvent again - would a Debt Relief Order be appropriate?

Thank you DD - Yes I issued a formal complaint on Thursday and should here back within 10 working days.
I know I agreed to the payments but equally feel unjustified that it's send me back into insolvency especially as I've proven my income has dropped significantly.
In a way I'm being penalised for being honest and more specifically self employed.
I'm adamant not to let this go and will fight it to the end as it's so much money.0
