Full and Final Settlement Offer

My son has a number of debts which have been passed to debt collectors. One of the debts is £170 for which he has made a full and final settlement offer of £120. Some days after mailing this offer he received a letter from the debt collector, Red, stating that they had "referred your account to our client for their authorisation that legal action be commenced against you.........." No reference was made to the settlement offer.

The creditor had previously offered to accept a lower amount but my son did not have the means to settle at that time.

Is the debt collector legally required to refer the offer to their client and are they required to respond to the offer before commencing legal action? If legal action is commenced what view would the court take if a settlement offer had been made?
