Why do I need to pay more NI?

Looked at my state pension forecast online. It says I have:
33 years of full contributions
My estimate based on my NI record to 5 April 2018 is £144.08 a week and it says my forecast if I contribute another 6 years is £168.60 a week (the maximum full SP)
All the information I can find says you need 35 qualifying years to get the full new State Pension. If I have 33 years of full contributions why do I need to pay another 6 years NI (39 in total) to get a full state pension?

35 years only applies to people who have spent all their working lives under the new State Pension scheme. If you accrued SP prior to April 2016 you may need more or fewer than 35 years depending on your circumstances. In your case, presumably having been contracted out perhaps with a DB pension it is likely to be more.0

This would be indicated by a significant COPE figure in the forecast.0 -
