Late Filing Penalty

I completed my 2017/18 tax return on Jan 16th this year. Sadly I did not press the SUBMIT button.
My tax account recorded these details..When I was contacted about filing In Feb, I did so immediately as the return was just sitting there. Later on I was sent a letter asking for £100 Late Filing Penalty which was now going up by a significant amount each day! I appealed formally & heard nothing until last week,when I was asked to file (my account shows my return as filed) and asking for a larger amountof Late Filing Penalty There was no referance to my appeal.
I have always filed on time .My income is low & I never have taxable income so owe no tax. I am in my 70's & not as sharp as I once was.
I sent a registered letter with all these details last week & have heard nothing. This is borderline harrasment. What should I do now?
