Jacobs Enforcement - Won't accept my payment arrangement

I have had trouble with my local authority accepting a payment arrangement for a parking ticket. I have been struggling of late and just about starting to tread water again.
Since my LA refused to accept a payment arrangement, the debt has been assigned to Jacobs Enforcement - with their fee of course.
I have submitted my financial statement, and it is clear from that statement that my affordability is £5 per week. They have flat refused and said "we would only accept that if you was on JSA!"
£5 is all I can afford. They are demanding £15 per week from me, with a threat to pass on the debt to the bailiffs.
Can someone advise me where I stand? I was under the impression that they would be required to accept the payment arrangement if that is all that I could afford. Paying £15 will mean going back into default on other accounts again - something I have worked hard to get out of.

I have problems with Jacobs - they have have agreements with LA to collect in a certain time frame.
With council tax debts they will refer it back to the LA if nothing is agreed - not sure about fines.
1. Dont let them in the property.
2. Send them a detailed Income and expenditure showing what you can afford. (by email or writing with the payment offer)
3. Make them aware of any vulnerabilities
A recent bereavement
Mental health problems
Long-term or terminal illness
Dementia or brain injury
Difficulty in communicating, for example reading or speaking on the phone
Learning disability
Relationship breakdown
Addiction
if you fit this criteria enforcement will stop!
4. Choose to start making payments without their agreement or wait for them to pas it back to the debtor
They will always try get more from you! Don't let them take what you cannot afford!0 -
They probably think you're fobbing them off. Have you provided them an details of your income/outgoings? They're not required to accept every payment arrangement offered or every debt would be repaid 1p per month, especially as I suspect they don't know what your disposable income is.

Thanks for the advice.
I did complete their Income/Expenditure form, so they have all that. They even requested my NI number on that which I felt was a little suspect.
I will have a look at the other forum now.0
