Council tax reclaim on deceased estate?!

Hi, I am sure I saw something recently that said you can claim PPI even on a deceased estate BUT can you challenge/reclaim overpaid council tax on a deceased estate?
Presently waiting for probate and the property is still in the deceased name.
There are 28 detached in the road. Most are three bedroom with only 8 being 2 bedroom properties.
I have discover that 4 of the eight 2 bed are in a lower band after it was shown they successfully challenged their band back in the 1990's.
Two houses opposite (the same as deceased property) have been in a lower band for over twenty years.
I believe enough evidence is there BUT can the executer of the estate put in a council tax refund claim? Has anyone heard of this or can direct me please? Thanks.

    The estate can ask the VOA to review the banding but I'm not sure that the change from owner to executor is sufficient to get around the 6 month time limit on formal appeals.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    What is happening to the house, because whoever inherits can make a valid proposal as they will be a new occupier. But if this happened then if there was a reduction, any overpayment made by the deceased would have to be refunded to the executors to form part of the estate.

    Given the evidence of the houses opposite, it may be worth a call to the VOA
