I'm not sure where your 5% figure of uncapped journeys come from and it sounds infeasibly large. You mention 15 million uncapped journeys. According to TfL there are an average of 5 million journeys per day so that appears to be under 1%.
Some uncapped journeys could be people travelling from central London to stations like Amersham where I don't think it would make any difference whether you touch out or not. Others must be passenger errors where they use different contactless cards at each end of a journey.0
