If this manager tries giving you any more carp, just turn round and say "I'm being paid good money for doing nothing, so I'm staying for my full notice period. I really don't give a damn about anything you say". That will probably take all the wind out of him. I agree that you shouldn't leave early if it's going to cost you money.
What has happened, or will happen in the future, to other staff is not your problem. Your manager and the partner are both aware of the situation with this manager so it's up to them to deal with it.0
