Parter income & expenditure in BR

Hi all
After a bit of help on behalf of a family member who is in severe financial difficulty & looking to go BR.
Monthly income of £1570.
His partners is £825.
The parter is NOT going bankrupt - am I correct that due to their income being significantly less, the OR would expect the partners contribution to be 1/4 of household expenditure?
If his partners income is taken into consideration, are her outgoings considered too? Ie:-
Partner has a car on HP. Will this be taken from her and is it allowable as a household expense?
His partner works part time but has medical conditions and an ongoing loan repayment (from private medical procedures) is this ok to go on household expenditure.

There's a space when filling in the form for partners income, in this case it would prob be best to include it, then % split is obvious.
Partners car/debts are no concern to the OR (official receiver) a simple statement of 'she pays 25% household bills as she has personal debts to service' or whatever is probably enough to start& finish a conversation on her.
Partners personal bills won't be included as part of his expenses & shouldn't be listed in his SOA (statement of affairs).0
