Buying land from the EANI

Does anyone have any idea who to contact (department wise) at the EANI in order to make an enquiry about the status of some land? There's a bit of unused land attached to a school that I'd like to buy, but I get either no response or the run around from anyone I speak to.
I just want to know if they'd consider selling (they may not, which is fine), and alternatively ask them to come and cut the grass/weeds
