They live in the same household but would use a different laptop and would not use it at the same time as anybody else .I would not want to get banned

Seems they could have an account but not earn from it.
On this page: https://hideoutcares.zendesk.com/hc/en-us/articles/360034353991-Fighting-Back-for-YOU-An-Important-Announcement-from-Hideout-tv it says:

"We Changed to a One-Device Limit: It is difficult for our-third party partners to verify if individual viewers are attempting to watch on multiple screens, or if different individuals are watching---causing bans by those partners. Therefore, we recently had to change our device limit to one device.
Here's How Our New Device Limit Works: Going forward, we’re officially restricting viewers from earning rewards on more than one screen at a time in the same household. While our videos can still be enjoyed by multiple people in the same household, viewers may only earn rewards on one screen at a time. This change has already resulted in less viewers being flagged by our third-party partners."

Actually, not sure it's clear whether one device could earn in the morning and a different device could earn in the afternoon, or whether it's literally one device and no other in the same household would accrue earnings at all. Maybe you could ask them by support ticket.
It seems clear that those things should be allowed, regardless of earnings, but not sure I'd feel confident that it's totally risk-free in terms of possibly being flagged by third-parties or receiving the same amount of ads.
