Trying to submit my wifes SA for 2018/2019, got to the submit stage and noticed there was no NI charge. Spent 45 minutes on the phoneline to be told yes we know about that and we're trying to rectify the problem. Just press submit and ring us again in a couple of days!
What a load of cobblers!
So anyone looking to submit their SA I would suggest holding it off for a while.
Why they can't put a statement on the website stating there's an issue.

There is information on gov.uk which confirms what you have been told.

I too had this issue when I submitted my return last Sunday-showing as no NIC's owing, and unable to pay voluntarily.
I've logged onto my HMRC account this evening, and there is now an amount owing, so work is going on behind the scenes!0
