Seems to me that your partner needs business advice and legal advice.

Is his events company registered as a limited company ? Was each event separately registered ?

Before he started running an events company what advice did he obtain ?

And the new events. Has he signed contracts with venues, third parties, with only deposits paid and if he does not sell a certain number of tickets, he won't be able to pay the balances due and therefore the events could not take place ?

Without knowing what type of event etc, difficult to comment. But I think it is time to ask family and friends, use Social media and other free/cheap ways to market the events. Is it possible to obtain sponsors for the events ?

Someone who knows more about the type of events needs to be asked for advice. In some areas of the country there are business link organisations, that help new business people find advice.
The comments I post are personal opinion. Always refer to official information sources before relying on internet forums. If you have a problem with any organisation, enter into their official complaints process at the earliest opportunity, as sometimes complaints have to be started within a certain time frame.
