The OP may have bought the house and let her brother live in it but that would mean their circumstances were very different to now earning £23.5k
it is not uncommon for people to think they own a property,like when they inherit 1/2 a house from a parent but there is a life interest for the spouse meaning they don't own it.
I wonder if something similar may have happened here the OP inherited the house but there is a right for the brother to live there.0 -

The key is beneficial interest not legal interest.0 -
