Post Office Counter PT Clerk No Pension

Hello,
This is on behalf of my mother. She worked as a part-time counter clerk for Post Office Counters, at a sub-post office in a busy market town for over 20 years.
I was surprised when she told me that she has no pension for this employment. She is now 80 years old.
My question is: Does my mother have any rights to pursue a claim against Royal Mail/Post Office Counters for a pension? The franchisee who had the post office has since retired and sold the business.

    There was no compulsion for an employer to pay into or offer a pension until very recently. Why would she have any claim against RM or POC, they did not employ her, the small business did.
