Great Western Train Penalty Fare Notice

My son boarded a train without a ticket just as it got to the station, he had no time to buy one at the station for fear of missing the train. He thought that he could buy it inside the carriage from the ticket inspector.
The inspector arrived and my son had his money ready to pay but the lady ignored his explanation of why he had no ticket and his offer to pay and issued him with a penalty fare notice for £ 20.00.
Paying on board the train has never been a problem before but this time she was taking no excuses for his failure to board without a valid ticket.
He has written an appeal which has been rejected and has been told to pay the fine.
Is this the end of the matter or can more be done to try and get them to see his point of view?

If there were the opportunity to pay the fare (ticket office, machine etc) then it is an offence to have got on the train without a valid ticket.
Presumably the answer is to buy in advance or arrive earlier. 2 things I'm sure OP won't wish to hear.
