Trying to get hold of HMRC

in Cutting tax
Have a letter from our good friends HMRC, it asks me to call them before a certain date on a certain number.
For two days I have been calling, the department is only open 8:30-5 according to the letter, outside those hours they switch the phones off, during those hours the phone either rings for 3 minutes then cuts off or shows as busy.
Literally (as my mobile phone shows it) I have called over 160 times connecting in over 100 of those to not be answered,
How on earth am I supposed to get hold of them!?

Send them a letter outlining the communication problems and answering their queries or to tell them what you want them to do. I run an accountancy practice and havn't phoned them for several years as it's just a waste of my time waiting for them to answer and then often they don't do what they say they will. I always write - they take a few weeks to open/read the letter, but when it's written down in black and white, you tend to get a better response.0

When you call and it rings 3 times and then cuts off *could* be an indication that they havent logged into the phone because they are not in for whatever reason, its not because they are igmoring you.
Is an email address provided ? - if it is use, if not write in and stress how difficult it has been to contact them.0 -
What is the department and the number you are being asked to call.0
