Double VAT Charge on Order - how do I reclaim?

I recently ordered some clothing from an online store. It was not made clear on the site but the goods ended up being drop-shipped from China.
When they (finally) arrived I was required to pay a customs charge of 20% VAT plus admin fee. I was a little miffed as this was not advertised on the site, but ended up paying as the price was good anyway.
Unfortunately they were the wrong size so I returned them all for replacements. Fast forward another month and the replacement items finally arrived - however they came with another customs charge notice for the same amount of VAT again plus another fee.
Surely I should not be expected to pay the VAT twice on the same items? Either these should not be charged as they are replacement items, or I should have the VAT refunded on the original items as they were returned to the seller.
Does anyone know how I go about claiming this?
