Is it possible to move my private pensions into my ISA without paying tax on 75%?

There's no advantage in having it in an ISA over having it in pensions.
If you can withdraw it in tax years where you require less than your tax free allowance, you then have it available effectively tax free it in years where you would exceed your tax free allowance.
Granted, this means your spending requirements in the former need to be below £12,500 for 2019/20, so there is that...Conjugating the verb 'to be":

Pensions are "more" tax free than ISAs whilst invested. Both are free of income tax and CGT with the investments but pensions are outside of the estate. ISAs are not. means testing with pensions is also less than with ISAs.
So, unless you are doing it for a specific tax reason, there is usually no reason to move it from pension to ISA.
