    So if the train is delayed waiting for a platform who is responsible?
    Another train operator, the disabled passenger who need ramp access, station staff who didn't dispatch on time, etc...



    Sounds like a fruitful source of argument.

    Been doing it for the last 25 years since British Rail was privatised. Just wasn't reported to the public

    I presume the compensation arrangements won't change, so this is merely a paper exercise..
