Can I use Carry Forward if I have an old Paid Up Pension?

I have an old workplace pension scheme, and it was changed to a status of 'Paid Up' after I left the company in 2013, so it was no longer possible to make any contributions.

I haven't made any pension payments to any other schemes since then, but I now want to set up a SIPP and hopefully make use of the Carry Forward for the last 3 years.

The HMRC rules state that to make use of the Carry Forward you need to have been a member of a UK registered pension scheme for the last 3 years. However I am not sure if the old scheme will count, as I could not have paid into it even if I had wanted to (since it is 'Paid Up')?
