Avoiding child maintenance!

Hi, I am at my wits end with my sons father!

He walked out 15 years ago and haven’t seen him since (his choice).
We went through CSA years ago and they finally caught up with him and we had set up direct payments as we had no contact etc.
Switched to CMO direct pay which was fine and receiving money. Now the last 2 Years he has been nil qualified to pay anything! I do not believe this at all!
He has since father 2 more children, 1 of which he does not see and now has another on the way and getting married, owns his own house etc but is nil qualified!
How can this be?! How can he continue to have children, walk out of their lives and not support them!
Last year I asked for a mandatory reconsideration based on the above and they came back with the same decision.
What on earth is he doing to get away with this?
I do not for one second believe he is not earning!

Please someone tell me what I can do

Ultimately very little. For whatever reason the CMS don't believe he is able to pay.

Considering the CMS have direct access to HMRCs database for any claim then if he is hiding money he's doing it very effectively. That would also suggest it's going to be extremely difficult to prove he is (and even then, that's if he is)
