Council tax man asked to visit our home

My wife is currently disabled and recently went onto PIP so I checked online and applied for our council tax band to be reduced by one due to her disability
We are band C and according to everything I've checked online we should qualify to go onto a band B

Anyway the man from the council just rang me this morning and said is it ok for him to visit our house tomorrow morning at 10am so I said yes that's fine but when I put the phone down I started thinking why does he need to visit our house and is this normal?
Surely they must be able to see what benefit she is on ect anyway

Has anybody else any experience of this please?
