Paint for a tea tray

If it is an old wooden tray that was designed for serving tea, then I would use a paint or varnish that is as close to the original as possible. It might not even have been painted or varnished but stained and waxed and that can be restored and the tray brought back to its original condition.

Actually it was a presentation tray for (if I remember correctly) some kind of posh cheese - the sort of thing the shops have in at Christmas. So it's dirt cheap and probably stained rather than painted, just happens to be the perfect size for a pot for one plus cup and saucer or mug.
