SIPP Investment query

Hi, My hubby retired early from local government on Feb 10th this year. He took his pension fund lump sum £24K and £32K AVCS. We believe that he can still pay into a SIPP for this financial year but we are having difficulty in finding out exactly how much. He had earned £22k up to the date of retirement. He wishes to invest in the SIPP to take advantage of the tax relief that would be added to his starting sum.
Does anyone have any advice on how to work out the max. amount he can invest before 5th april 2019. ?
He continued to pay into the pension fund and AVC through prudential until retirement.

(22k less LGPS contributions less AVC contributions) * 0.8 unless I am mistaken.0
