Refusal to put me on the correct pay

I am currently being underpaid at my job. We work off pay bands and scales in between those bands. Every year you automatically go up the pay scale of that band which earns you a little bit more money. I joined in April 2017 and went up one pay scale in April 2018. We were going through a pay restructure which only affected shift workers (myself) which meant we lost money. I was now on band 8, pay scale 2 and the decision was made that we would be moved up to band 9 and on the same pay scale to counter act the severe loss in pay. The restructure took effect from June 1st.
Everyone was moved up from June 1st 2018 onto the new band at their correct standing pay scale except from me and a colleague. I went through my colleague’s payslips as he had never checked them and realised he had the same issue as myself. I got him to send the same email I did to HR and they sorted his problem out there and then. He started in February 2016.
It has been 10 months since raising this and I have been on the same incorrect pay. I have raised it with my line manager and now it is currently with his line manager to rectify the issue. I was told this would be sorted every month from December but it hasn’t. I have asked to raise a grievance since December but my manager has said to hold off constantly as he thinks we are close. 3 months later we haven’t made any progress.
I have on 28/02/2019 learnt that the pay scale match only applied to members of the team who have been there for a certain amount of time and apparently this was agreed with management but never cascaded down to members of staff affected. I had no correspondence verbally or written ever that this was the case. Unfortunately, this case means that only I was affected in the whole team. I refused the contract when offered in June 2018 and never signed it as I knew straight away it was the incorrect pay.
My manager has been great but realistically he hasn’t got the result needed. He has been in constant contact with his line manager as well and also people high up in the HR and payroll department.
After 3 months and we still haven’t raised a grievance ultimately against HR who are refusing my correct pay. I basically would like some help in knowing what my employment rights are and if there are any employment legislation that applies to this to help me build a potential legal case against my employers.

Your grievance seems to be they have put a service criteria to the pay adjustment and it only effects you and this was not communicated
Get the formal grievance in ignore any further requests to delay.
Tell your managers they need to stop messing about, they clearly are not trying hard enough they either think they can just keep fobbing you off or don't care if you leave over this.0 -

I've never raised a grievance before and assumed me and my manager were in it together but yes, it would be my grievance.0 -
Obtain your employers grievance policy before doing anything and read it thoroughly, paying particular attention to timescales and who hears it at each level. Try and ensure management don't contaminate the process by allowing an inappropriate individual to hear the grievance.Don’t be a can’t, be a can.0

Your grievence here would not be with HR, bwith your line manager who failed to communicate certain information. HR and payroll will process anything that is meant to be processed.
You may want to ask your manager to show you what they have sent to HR to sort this out, if it is that they say they are waiting on HR.
Managers generally lay the blame at HR because it absolves them of their own.wrong doing- and a staff member will find it difficult to find out whats really going on.0 -

Be aware that you haven't been there for two years yet. Until you have, it's really easy for the employer to dismiss you, and if you are seen to be a trouble maker you may find your life becomes very difficult.
I'm also unsure what you would raise in a grievance? The fact is that you were not eligible for the uplift. You can legitimately complain that you were not told this. But you are still not eligible for the uplift, so there's no guarantee that you'll be any better off, and potentially (as above) you'll be a lot worse off.
You may not have signed the new contract, but you have continued to work. did you make it clear that this was 'under protest'? Just not signing it isn't enough.
