That's stretching the point rather. A normal set of traffic lights is red (in one direction) for 30 minutes per hour, maybe more depending on how they are set up. That doesn't make every road with traffic lights useless.
But traffic lights change more frequently to keep traffic moving. They'll only be red for a minute or so normally. Level crossings can be closed for 5-10 minutes, and sometimes even longer if there's a succession of trains.0 -

would it keep motorists happy if the gates were shifted and the trains stopped to let the cars through?0 -
I suspect the money doesn't exist to remove all level crossings now or anytime soon but it does seem to me that some close too early and stay closed too long. It is this which provokes some to very unwise and dangerous actions.0
