New employer asking for additional skills after making offer!

I am in the same position i have verbally been offered the job but still awaiting the written consent so i can officially hand my notice in xx

Did you recieve anything written before handing your notice in, did you purely give up your job due to a phone call? No letter of acceptance to sign or similar? Did the contract come after?

Depending on this answer is how you approach it in the phone call to discuss.

All you can do as a first step is phone them to query the driving licence / car aspects. It may be a simple error. Only when you have the answer to that can any other steps be considered.
