Dress code in cold workplace

This company doesn't have an environmental policy. They scored very low for not having one at the employee engagement survey in the past two years however no progress has been made. Changing the open door policy is out of question for them! After being reported to environmental health they tried to blame the shopping centre for having open doors but the environmental officer made it clear that the shopping centre had no responsibility for keeping us warm by closing doors as the store was always treated as an individual unit and it was the company's responsibility to solve the problem.
